Rector Deyci Oróstegui said high school students at Institución Educativa Santa Rita in Guacamayo, Santander, attend classes in a theater divided into four rooms by tarpaulins. ^[1] Public schools in Santander, Colombia, including the Integrated College Fray Francisco de Paula Ramos in Rionegro and the Santa Rita Institution in Guacamayo, operate in improvised or deteriorated facilities. ^[2] The Governor's office announced it will submit a bill to the Congress to create the 'Estampilla Pro Educación de Santander' to raise up to $800 billion between 2027 and 2038 for exclusive educational infrastructure funding. ^[3] Construction at Institución Educativa Santa Rita began in 2023 but was suspended months later when the studies and designs for the work did not correspond to the institution's plans and requirements. ^[4] In 2025, students at Institución Educativa Santa Rita had to take classes at a family home, at the local parish, and other temporary locations, which caused parents to withdraw their children from the institution. ^[5] The government of Santander held its first meeting on educational infrastructure, attended by education secretaries from all 87 municipalities and principals of affected institutions, including Deyci Oróstegui of Institución Educativa Santa Rita in Guacamayo. ^[6] High school students at the Santa Rita Institution in Guacamayo attend classes in the municipal theater, divided into four rooms by tarps, after construction projects started in 2023 were suspended due to design discrepancies. ^[7] The Integrated College Fray Francisco de Paula Ramos in Rionegro has classrooms that have not undergone structural intervention for nearly 50 years and still contain asbestos-cement roofs. ^[8]
