Querétaro implemented an environmental policy model that generates economic value by incentivizing companies to reduce carbon footprints rather than relying solely on obligations and sanctions. ^[1] Holcim Mexico stated it has invested more than 500 million dollars in the country over the last five years for sustainability, decarbonization, and waste management projects. ^[2] Holcim uses ECOCycle technology at plants in Arvide, Vallejo, and Iztapalapa to incorporate up to 10% recycled aggregates into new concrete production. ^[3] Holcim's Geocycle business operates seven plants in Mexico and manages more than 600,000 tons of waste annually through thermal coprocessing. ^[4] Mexico generates more than 50 million tons of urban solid waste annually, with only 5% receiving some form of treatment, according to recent data from Semarnat cited by Holcim. ^[5] Fifty-nine industries currently participate in Querétaro's decarbonization scheme. ^[6] Participating industries have collectively reduced approximately 114,000 tons of CO2 equivalent. ^[7] The participating industries have compensated for more than 1.2 million tons of emissions. ^[8]
