The European Union designated ChatGPT, Reddit, and Roblox as very large online platforms on Monday, subjecting them to increased legal scrutiny. ^[1] Mark Zuckerberg and Elon Musk spoke virtually at a G20 technology ministers meeting in Chapel Hill, North Carolina, organized by the White House, to stress the need for more AI data centers and electric power. ^[2] Elon Musk warned of a significant power shortfall for AI data centers next year, stating it is not in the distant future. ^[3] Henna Virkkunen, the EU's Technology Commissioner, stated that these platforms must now meet higher standards of accountability and responsibility due to their significant impact on citizens and society. ^[4] The designation applies to platforms and search engines with more than 45 million active monthly users in the 27-country bloc, a threshold that ChatGPT, Reddit, and Roblox have exceeded. ^[5] The three companies have four months to comply with additional obligations established in the Digital Services Act (DSA). ^[6] Henna Virkkunen, head of Technology at the European Commission, stated that ChatGPT, Reddit, and Roblox must now adhere to higher standards of scrutiny due to their significant impact on citizens. ^[7] New obligations require platforms to evaluate and mitigate systemic risks related to illegal content, negative effects on minors, user well-being, fundamental rights, electoral processes, and public security. ^[8] Mark Zuckerberg said that Meta cannot find the skilled tradespeople needed to build the data centers the company is trying to construct. ^[9] Meta CEO Mark Zuckerberg stated that building AI data centers would require hundreds of thousands to millions of jobs in skilled trades due to immense demand. ^[10] Designated services must fulfill obligations including establishing a point of contact for European authorities, reporting criminal offenses, and ensuring transparency in advertising and content moderation decisions. ^[11]
