According to diplomats and a draft text seen by Reuters, the United States, Britain, France and Germany are seeking a resolution by the International Atomic Energy Agency's 35-nation board next week that would report Iran to the UN Security Council for the first time in 20 years. ^[1] The United States, Britain, France, and Germany are pressing the International Atomic Energy Agency's Board of Governors to report Iran to the UN Security Council, accusing Tehran of violating its nuclear obligations and refusing to fully account for its enriched uranium stockpile. ^[2] Concrete action by the UN Security Council against Iran is unlikely because Iran's allies Russia and China are permanent, veto-wielding members. ^[3] Iran has not allowed International Atomic Energy Agency inspectors to return to the bombed sites or verify what remains of its enriched uranium stocks, some of which was enriched to up to 60% purity. ^[4] The IAEA estimated that before the military strikes, Iran had accumulated 440.9 kilograms of uranium enriched up to 60 percent purity, near weapons-grade level. ^[5] The IAEA said it lost continuity of knowledge over Iran's nuclear material after inspectors were withdrawn amid military strikes on Iranian nuclear facilities, and that Iran's later suspension of cooperation deepened the crisis. ^[6] Iran has not allowed International Atomic Energy Agency inspectors to return to the bombed sites since then or verify what remains of its stocks of enriched uranium. ^[7]
