On 2026-09-02, tens of thousands of people protested in the Spanish enclave of Ceuta and in Madrid and more than 200 other Spanish cities against the migration policy of Prime Minister Pedro Sánchez's government, with participants and speakers accusing the government of appeasing Morocco and failing to help Ceuta. ^[1] A police report delivered to the National Court judge suggests the mass arrival was a 'planned operation' rather than spontaneous, with alleged participation from Moroccan security forces. ^[2] Over 70,000 migrants arrived in Ceuta between July 30 and July 31, triggering a political and social crisis in Spain. ^[3] Madrid City Council claimed that 75% of attendees at the Formula 1 Grand Prix will use public transport, calling it the Grand Prix on the planet with the highest share of public transport use, with services provided by Metro, EMT buses, and Cercanías commuter rail, plus a temporary free shuttle service connecting to Valdebebas, the Metropolitano stadium, Plaza de Castilla, and Avenida de América. ^[4] Madrid City Council estimated that around 345,000 people will attend the Formula 1 Grand Prix at the Madring circuit between September 11 and 13, with the venue open from 8:00 and expected departures by 20:00, except for private or institutional events that could last until 23:00. ^[5] Juan Jesús Vivas, the administrative chief of Ceuta, said on 2026-09-02 that what happened was not a migration crisis but a violation of Spain's territorial integrity, and local authorities accuse the Spanish central government of ignoring warning signs before the border crossings. ^[6] Spanish Prime Minister Pedro Sánchez said on 2026-08-31 that neither Spanish security forces, nor the CNI intelligence service, nor foreign partner services had provided evidence of Moroccan involvement in the migrant surge, and he accused Israel, Russia, and the international far-right of spreading disinformation about the crisis. ^[7] The Cenif report also states that statements from a large number of migrants and satellite images indicate that police presence around the Morocco-Ceuta border was significantly lower than usual, and that migrants almost unanimously said police not only remained passive but advised them to a certain crossing, suggesting facilitation of irregular immigration. ^[8] According to Spanish government figures, approximately 5,000 migrants, including Maghrebi and Sub-Saharan individuals, remain in Ceuta. ^[9] More than 25,000 people participated in a mobilization in Ceuta on the Day of Autonomy, using the slogan 'Ceuta no se vende, Ceuta se defiende'. ^[10] Madrid City Council said Metro lines 8, 4, and 5 will be reinforced for the Grand Prix: line 8 will increase capacity by 50% to carry between 15,000 and 21,000 passengers per hour per direction, line 4 will add two peak-hour trains giving capacity for 7,500 passengers per hour, and line 5 will add one peak-hour train giving capacity for 9,900 passengers per hour. ^[11] The Madrid City Council mobility plan for the Formula 1 Grand Prix provides 13,124 parking spaces - 11,854 for cars, 1,000 for motorcycles, and 270 for coaches - organized into public, hospitality, and accredited vehicle groups, and designates specific taxi stand and VTC (ride-hailing) pickup/drop-off points around the circuit, with VTCs prohibited from picking up passengers inside the event's area of influence unless the service is pre-booked. ^[12]
