Prime Minister Andrew Holness of Jamaica addressed delegates at the opening ceremony for the 48th Regional Conference of the Commonwealth Parliamentary Association (CPA) Caribbean, Americas and Atlantic (CAA) Region at Moon Palace Jamaica in St. Ann on August 31, 2024. ^[1] Prime Minister Andrew Holness stated that while technology is transforming how Parliaments operate, it must never replace human judgement or compromise the dignity at the core of democracy. ^[2] Prime Minister Dr. Andrew Holness of Jamaica urged parliamentarians across the Commonwealth to craft a regional response to the threat of technology being used to spread misinformation and destroy reputations. ^[3] The Prime Minister warned that elected officials must retain the authority to question technology recommendations and that no algorithm can assume the constitutional responsibility of an elected representative. ^[4] Prime Minister Dr Andrew Holness emphasized that while artificial intelligence can accelerate information gathering and the drafting of documents, there must be a clear line between using such tools and outsourcing democracy to them. ^[5] Prime Minister Dr Andrew Holness said that parliamentarians across the Caribbean and the wider Commonwealth are operating in a digital age where citizens expect instant access to information and real-time responses from their leaders. ^[6] Prime Minister Dr Andrew Holness stated that strong parliaments are the foundation of modern democracy and that this strength must not be sacrificed in the rush to digitise. ^[7]
