DTRH reported that retail sales in Puerto Rico for fiscal year 2025-2026 totaled $52,156.4 million, exceeding the previous fiscal year's $51,528.8 million by 1.2%. ^[1] The National Weather Service (SNM) in San Juan reported on 2026-05-15 that abundant humidity and local effects will cause a significant increase in afternoon rain and thunderstorm activity, particularly over the interior and west of Puerto Rico. ^[2] The National Weather Service warned that afternoon conditions will become more active, developing thunderstorms capable of producing gusty winds, frequent lightning discharges, and urban or road flooding. ^[3] The author argues that investment decisions in Puerto Rico should be based on the ability to operate, grow, and compete rather than just on tax incentives or permit requests. ^[4] The author concludes that Puerto Rico's competitiveness should be measured by how easy it is for businesses to stay, operate, and grow, rather than just how cheap it is to enter. ^[5] DTRH reported that during fiscal year 2025-2026, the retail sectors in Puerto Rico with the largest sales declines were department stores and other miscellaneous items (-7.5%), fuel distributors (-3.2%), gas stations and convenience stores (-1.7%), electronics stores (-1.2%), and patio and garden equipment (-0.3%). ^[6] DTRH reported that during fiscal year 2025-2026, the retail sectors in Puerto Rico with the largest sales increases were sporting goods, musical instruments and entertainment (+11.9%), new and used motor vehicles (+9.4%), clothing stores (+8.2%), cosmetics, beauty products and perfumes (+6.4%), and shoe stores (+5.9%). ^[7] During the morning of 2026-05-15, passing rains are expected to move over the east of Puerto Rico and the U.S. Virgin Islands. ^[8] The agency advised the public to pay attention to official bulletins, avoid areas prone to flooding, and exercise caution when driving in heavy rain. ^[9] Property prices in Puerto Rico increased during the first half of 2026 compared to the same period in 2025. ^[10] Essential infrastructure including roads, ports, telecommunications, water systems, and digital connectivity is described as a prerequisite for a competitive economy. ^[11] Stable and predictable legal and regulatory frameworks are presented as necessary to avoid the economic costs associated with uncertainty. ^[12]
