World Weather Attribution (WWA) released a rapid analysis in 2026 attributing the Caribbean drought that began in May 2026 to human-induced climate change. ^[1] The NSW Ombudsman, Paul Miller, found that 37% of prenatal reports, totaling 1,844 out of 5,007, were closed without being allocated to a caseworker due to a lack of resources. ^[2] The report found that families were unlawfully compelled to take part in prenatal case work, including attending interviews, permitting home visits, and undertaking drug testing, without their consent. ^[3] The WWA study estimated that extreme dry spells are 40% more likely in Jamaica and 30% more likely in Puerto Rico compared to the pre-industrial climate, which was 1.4°C (2.5°F) cooler. ^[4] The WWA study found that climate change reduced early wet season rainfall (May-July 2026) by approximately 6% in Jamaica and 9% in Puerto Rico. ^[5] The WWA study reported that critically depleted reservoirs forced Puerto Rican authorities to implement 48-hour rotating water rationing affecting 180,000 water service customers in the capital region, and that Jamaica placed seven parishes under strict water prohibition orders. ^[6] Dr Jacynta Krakouer, Aboriginal strategy and engagement lead at Adelaide University's Australian Centre for Child Protection, stated that 42% of substantiated unborn reports in 2023-24 were for Aboriginal babies. ^[7] The NSW Ombudsman report stated that 50% of prenatal reports about unborn children screened as being at risk of significant harm (ROSH) were referred for case management by the department. ^[8]
