Josué Colón received the email from Javier Vázquez at least four hours before Mary Carmen Zapata Acosta, the Executive Director of the Electric Power Authority (AEE), signed the contract on June 10, 2026, at 6:36 p.m. ^[1] On June 10, 2026, at 2:15 p.m., Javier Vázquez, an attorney from O'Neill & Borges, sent an email to Josué Colón, the Chief of Energy and Executive Director of the Public-Private Alliances Authority of Puerto Rico, alerting him to a potential issue with a $5.887 billion contract. ^[2] The email from Javier Vázquez stated that Enchanted Rock (ERock), a major U.S. electricity distribution company, was allegedly incorrectly included as one of three vendors under the contract alongside Power Expectations, LLC and Reyes Contractor, LLC. ^[3] Josué Colón Ortiz, the Chief of Energy and Executive Director of the Puerto Rico Public-Private Partnerships Authority (AAPP), confirmed under oath on a Thursday that he was interviewed by the FBI and the Puerto Rico Department of Justice. ^[4] The contract, valued at $5.887 billion for temporary power generation, was signed on June 10, 2026, and registered with the Office of the Comptroller of Puerto Rico (OCPR) on June 11, 2026, at 2:55 p.m. ^[5] Colón Ortiz claimed that the contract with Power Expectations resulted in zero public funds spent because the proponent was responsible for financing, installing, operating, and maintaining the units with their own resources. ^[6] Josué Colón Ortiz asserted that the Puerto Rico Public-Private Partnerships Authority (AAPP) did not evaluate proposals, qualify proponents, participate in negotiations, or meet with competing companies for the temporary power generation contract. ^[7] Josué Colón Ortiz testified before the House of Representatives' Government Committee, presided over by Representative Víctor Parés Otero, stating that the interviews occurred a few days prior to his appearance. ^[8]
