Togo is cosponsoring a proposal to review commercial whaling quotas for discussion at the upcoming 70th meeting of the International Whaling Commission (IWC) scheduled for Sept. 27 to Oct. 2. ^[1] A coalition of nine local non-governmental organizations launched a petition urging Prime Minister Gaston Browne to reverse Antigua and Barbuda's support for commercial whaling ahead of an International Whaling Commission meeting in Australia in late September 2026. ^[2] Colonel Abba Sonko, a Senegalese wildlife conservation expert and representative of Senegal's CITES Management Authority, stated that the resolution is hard to reconcile with West and Central African priorities where no country conducts commercial whaling. ^[3] The draft resolution was spearheaded by the Caribbean island nation Antigua and Barbuda, and Togo was the only African nation to support the proposal. ^[4] The West and Central African Coalition for Whales issued a public statement calling on governments to remove support for initiatives that weaken international whale protections or revive commercial whaling. ^[5] A June 2026 opinion poll of more than 500 Antiguans and Barbudans found that 64.2 per cent of respondents opposed commercial whaling, while 16.7 per cent supported it. ^[6] According to the coalition, Antigua and Barbuda joined the International Whaling Commission in 1982 and voted for the ban on commercial whaling that took effect in 1986, but representatives have supported proposals to resume commercial whaling since 1994. ^[7] The coalition comprises Adopt a Coastline, the Antigua and Barbuda Environment Foundation, the Antigua & Barbuda Independent Tourism Promotion Corporation, the Antigua & Barbuda Ocean Trust, Antigua and Barbuda Sea Turtle Awareness, the Antigua Conservation Society, AnuBlue, Bodhicharya Antigua, and Good Humans 268. ^[8]
