Colombia's Attorney General Luz Adriana Camargo Garzón reactivated arrest warrants against 46 former members of three armed groups through Resolution No. 0-0263. ^[1] Bogotá City Council president Juan David Quintero said that traffic norms must apply to everyone and that 'absolutely no one is above the law, neither cyclists nor motorcyclists.' ^[2] Social-media videos show groups of cyclists riding at high speed on Bogotá roads, including at the intersection of Carrera Séptima and Calle 26, prompting a citizen complaint. ^[3] The reactivation follows the National Government's August 28 decision to end dialogue tables with the Estado Mayor Central (FARC dissidents), Coordinadora Nacional del Ejército Bolivariano, and Autodefensas Conquistadoras de la Sierra Nevada. ^[4] Quintero called on the National Government to review and modify the National Traffic Code to facilitate sanctions against those who block TransMilenio trunk routes or race bicycles on public roads. ^[5] The citizen complaint alleges that the cyclists ran red lights, occupied TransMilenio's exclusive lane, and performed maneuvers that could affect other vehicles and road users. ^[6] The resolution also abstains from reactivating arrest orders for 11 people whose warrants were already active at the time of issuance. ^[7] The resolution defers decision on 2 citizens who are required in extradition proceedings. ^[8]
