President Claudia Sheinbaum proposed a reform to the Foreign Investment Law that allows the government to impose fines up to 23.5 million pesos on companies that violate resolutions from the new National Commission for Foreign Investments (CNIE). ^[1] President Claudia Sheinbaum presented her second government report from the Patio de Honor of Palacio Nacional, highlighting a reduction in violence indices. ^[2] President Sheinbaum stated that her team achieved a 51% decrease in intentional homicides, which she equated to 44 fewer murders daily. ^[3] President Claudia Sheinbaum stated in her Second Government Report that intentional homicides in Mexico decreased by 51% during her administration, representing an average of 44 fewer homicides per day. ^[4] The initiative aims to filter the origin of foreign capital to prevent transnational organized crime factors such as money laundering and terrorism financing. ^[5] The proposal requires a favorable CNIE resolution for foreign investment to participate in more than 49% of the social capital of a Mexican company, directly or indirectly. ^[6] The proposed reform integrates the heads of the Secretaries of National Defense (Ricardo Trevilla Trejo), the Navy (Raymundo Pedro Morales), and Public Security (Omar García Harfuch) into the CNIE sessions. ^[7] President Sheinbaum noted that July had the lowest daily average of intentional homicides since 2011 and that high-impact crimes dropped 54% compared to 2018. ^[8] President Sheinbaum publicly thanked members of the Security Cabinet, including General Secretary Ricardo Trevilla Trejo of the Defense, Admiral Raymundo Pedro Morales of the Navy, Omar García Harfuch, Secretary of Security, Rosa Icela Rodríguez, Secretary of the Interior, and Luisa María Alcalde, Legal Advisor to the Presidency. ^[9] Authorities reported the seizure of 32,824 firearms, 519 tons of drugs, and the dismantling of 2,725 clandestine laboratories and methamphetamine storage areas. ^[10] Between October 2024 and July 2026, federal strategy resulted in the capture of 63,000 people linked to various crimes, including 207 priority targets from criminal structures. ^[11] High-impact crimes decreased by 54% in 2026 compared to 2018 figures. ^[12]
