In an interview with Radio Nacional reported by Gestión on 2026-08-31, Peru's Minister of Agrarian Development and Irrigation (Midagri) Marco Vinelli said that the contract for the third stage of the Chavimochic Irrigation Project should be signed in November 2026 or at the latest in December 2026. ^[1] The National Water Authority (ANA) initiated work to delimit 25 kilometers of river margins in the provinces of Chanchamayo and Oxapampa in the Junín region on September 1, 2026. ^[2] The Association of Dairy Farmers of Peru (Agalep) warned that the potential repeal of a regulation distinguishing evaporated milk made from fresh milk could negatively impact national production and the families dependent on the dairy activity. ^[3] The Ministry of Agrarian Development and Irrigation (Midagri) reported that Peru's agricultural exports reached $5.637 billion in the first half of 2026, a 3.5% year-over-year increase equivalent to $191.3 million more than the same period in 2025. ^[4] Vinelli said that a separate contract for construction of a 3.5-kilometer siphon and canal should be signed by September 30, 2026. ^[5] Vinelli said the ministry's request for legislative powers aims to simplify processes and incorporate technology so investment projects are executed in shorter timeframes. ^[6] Vinelli said the third-stage contract would be signed under a Government-to-Government (G2G) modality with Canada, which was awarded the project's execution in January 2024. ^[7] The technical delimitation will generate information to prevent informal occupation and the inadequate use of protected areas linked to rivers. ^[8] These delimitation efforts aim to strengthen the protection of natural water sources and reduce risks associated with floods, overflows, and riverbank erosion. ^[9] Agalep reported that national milk production has grown 4.5% annually during the last two years after several years of stagnation. ^[10] Carlos Lozada García, president of Agalep, stated that repealing DS 004-2022-MIDAGRI would be a very negative signal for the sector because clear rules allow producers to invest, increase productivity, and increase fresh milk production. ^[11] The Constitutional Tribunal is preparing to rule on a challenge to a provision of the Ministry of Agrarian Development and Irrigation (Midagri) regarding the regulation of evaporated milk. ^[12]
