The US Office of Foreign Assets Control (OFAC) updated its general licenses 51D, 54C, and 55A to permit certain commercial operations involving Venezuelan mineral resources, including gold and coal. ^[1] OFAC maintains specific restrictions and excludes entities or individuals linked to Russia, Iran, Cuba, North Korea, and China from the activities permitted under the new licenses. ^[2] OFAC's general license 54C, 'Authorization of the supply of certain articles and services for coal or mineral operations in Venezuela,' allows certain transactions and services related to these activities under OFAC parameters. ^[3] OFAC's general license 55A permits the negotiation and execution of contingent contracts for certain investments in the coal or mineral sectors of Venezuela. ^[4] Correa stated that Petro was included in the US OFAC sanctions list, which led Avianca to deny the flight to avoid being sanctioned by the United States. ^[5] Former Ecuadorian President Rafael Correa revealed that Avianca, a Colombian airline, refused to transport former Colombian President Gustavo Petro to Mexico. ^[6] Gustavo Petro traveled to Mexico on August 30 on flight AM 762 operated by AeroMéxico from Bogotá to Mexico City. ^[7] US Treasury Secretary Scott Bessent declared that cocaine production in Colombia has reached the highest level in decades under President Petro's administration. ^[8] Colombia is the largest recipient of Venezuelan migrants with 2.8 million, followed by Peru with 1.7 million and Chile with 700,000. ^[9] Fidel Castro promoted the exile of 150,000 impoverished Cubans in 1980, a move that allowed him to infiltrate 25,000 criminals from Cuban prisons into Florida. ^[10] Morocco originated the invasion of Ceuta on July 31 to expel Spain from Africa, with an estimated 80,000 Moroccans assaulting the border. ^[11] Of the 8.7 million Venezuelan exiles, 6.7 million are currently located in Latin America and the Caribbean. ^[12]
