Nikolay Bulayev, Deputy Chairman of Russia's Central Election Commission (CEC), said on 2026-09-02 that the commission will finalize the results of the upcoming State Duma elections no later than October 5. ^[1] The general election campaign in Bosnia and Herzegovina begins tomorrow and will last until October 3rd, when election silence takes effect. ^[2] The CEC will establish the overall election results based on protocols from district election commissions, the overseas territorial election commission, and the territorial election commission in Baikonur, Kazakhstan. ^[3] The final election outcome will be determined using the CEC protocol and decision on the nationwide constituency, as well as protocols and decisions from district election commissions on single-mandate constituencies. ^[4] Municipal authorities are obligated to ensure equal treatment for all certified political subjects regarding the use of public places and objects for campaign purposes, including holding gatherings and displaying advertisements. ^[5] Political parties are required to ensure equal promotion of candidates of both genders in all public and media appearances. ^[6] The Central Election Commission (CIK) defined hate speech as any form of public expression that incites or promotes hatred, discrimination, or violence against any person or group based on race, skin color, nationality, gender, religion, ethnic origin, or other personal characteristics. ^[7]
