Prosperidad Social announced on 2026-08-11 that the fourth payment cycle of Renta Ciudadana has been rescheduled to September due to a review of the transition to the Universal Income Registry (RUI). ^[1] Prosperidad Social estimates that nearly one out of every two households currently receiving Renta Ciudadana could stop receiving these resources due to changes in the Universal Income Registry criteria. ^[2] The Colombian government is implementing the Universal Income Registry (RUI) to replace the Sisbén system for targeting social programs. ^[3] Prosperidad Social instructed current beneficiaries not to register again, pay fees, or visit intermediaries, warning them to avoid fraud while waiting for official communication. ^[4] The previous administration failed to advance the required procedures before August 10, 2026, which Prosperidad Social claims corresponds to their responsibility rather than the new government's. ^[5] A transition period for the RUI implementation will extend until October 31, 2026. ^[6] Households currently identified or targeted through Sisbén will have additional time to transition to the RUI during the transition period. ^[7] The RUI will determine household income using three mechanisms: observed income from administrative records, estimated income using statistical models, and self-declaration by citizens. ^[8]
