The Mexican federal government announced the renewal of the National Strategy to Stabilize the Price of Regular Gasoline and Diesel with the fuel sector on an unspecified date in 2026. ^[1] José de Lucas, spokesperson of the Mexican organization Moderniza Yeps, presented a proposal to modernize the Impuesto Especial sobre Producción y Servicios (IEPS) tax applied to alcoholic beverages in Mexico. ^[2] Since April 28, 2026, diesel prices have been kept below 27 pesos per liter nationwide and below 25.39 pesos per liter in border zones. ^[3] Under the renewed strategy, regular gasoline prices have been maintained below 24 pesos per liter in most of the national territory. ^[4] In an interview with Javier Solórzano on El Heraldo Radio, José de Lucas of Moderniza Yeps claimed that producers of mezcal and tequila cannot access the legal market because of the difficulty of Mexico's IEPS scheme and its high tax percentage. ^[5] José de Lucas of Moderniza Yeps said that in the United States distilled spirits are sold at a lower price than in Mexico because, although taxes apply, the fiscal burden is lower, and the tax paid in North America is linked to the amount of alcohol in the drink. ^[6] The government implemented measures including reduced payment commissions, simplified permit procedures, and tax incentives on the Special Production and Services Tax (IEPS) to facilitate the agreement. ^[7] José de Lucas of Moderniza Yeps called the modernization of the tax a fundamental step for the competitiveness of the industry and said the sector needs clear rules to promote legal and economic certainty. ^[8]
