Germany officially attributed responsibility for the attack on Leipzig airport to Russia during a press conference on Tuesday. ^[1] Kaja Kallas, head of the EU diplomatic service, stated that the attack on Leipzig/Halle airport in August bears all signs of state-sponsored terrorism. ^[2] Ukraine officially notified the International Civil Aviation Organization (ICAO) that increased military activity makes Russian airspace unsafe for civilian air traffic. ^[3] Czech Foreign Minister Petr Macinka announced that the Czech Republic is prepared to cooperate with European states to strengthen security following the attack. ^[4] Kaja Kallas announced that the EU is preparing its largest-ever sanctions package against Russia, which will target approximately 1600 individuals and entities. ^[5] President Volodymyr Zelensky warned airlines flying to Russia that the airspace is becoming unsafe due to a large number of drones planned to be launched by Kyiv. ^[6] Russian President Vladimir Putin condemned Ukraine's warning to airlines as an 'appeal to state terrorism'. ^[7] Ukraine's Foreign Minister Andriy Sybiga urged all airlines to avoid Russian airspace, stating that the country has failed to fulfill its responsibility to inform them of the danger. ^[8] The International Civil Aviation Organization (ICAO), the United Nations' civil aviation agency, said on 2026-09-03 that passenger aircraft are endangered by long-range weapons, drones, radio jamming, and air-defense systems, and that the risk is rising that passenger planes could be deliberately attacked or caught in cross-fire. ^[9] Zelenskyy also said Ukraine does not intend to threat civil aviation and that no civilian aircraft is targeted, but that an airspace 'swarming with drones' is 'no place for civil aviation'. ^[10]
