The National Autonomous University of Mexico (UNAM) states that seismic activity in Mexico is caused by the constant interaction of five tectonic plates: Cocos, North America, Pacific, Rivera, and Caribbean. ^[1] The National Center for Disaster Prevention (Cenapred), a dependency of the Ministry of the Interior of the Government of Mexico, states that no scientific technology or method currently exists in the world to predict the date, time, or location of an earthquake. ^[2] Civil protection authorities in Mexico urge citizens to focus on prevention culture, structural maintenance of buildings, and participation in national drills rather than prediction. ^[3] The National Seismological Service (SSN), an agency operated by UNAM, reports that historical monitoring data shows a uniform distribution of earthquakes throughout the year. ^[4] Experts from the Physics Institute of UNAM estimate that the probability of three earthquakes with a magnitude greater than 7 occurring on the same date (September 19) is extremely low, close to one in billions. ^[5] The General Directorate of Science Dissemination of UNAM explains that the public's association of September with earthquakes is based on a memory bias and the emotional impact of accumulating disasters on identical dates. ^[6] According to the Instituto de Geofísica de la Universidad Nacional Autónoma de México (UNAM), the majority of these seismic events have magnitudes lower than 4, making them imperceptible to the population and detectable only by specialized instrumentation. ^[7] CENAPRED emphasized the need to build a prevention culture by creating an emergency backpack containing basic supplies such as flashlights, bottled water, non-perishable food, first aid kits, copies of important documents, thermal blankets, whistles, and hygiene items. ^[8] Mexico is a highly seismic region that registered more than 15,000 tremors over the course of a year, resulting in soil movement more than 40 times per day. ^[9] The Centro Nacional de Prevención de Desastres (CENAPRED), an agency belonging to the Secretaría de Gobernación of the Mexican Government, stated that seismographs detect movements only after they occur, making prediction of these phenomena impossible. ^[10]
