The European Commission designated Reddit and Roblox as very large online platforms and ChatGPT as a very large online search engine under the Digital Services Act (DSA) on August 31, 2025. ^[1] Reporters Without Borders (RSF) said its study of six AI chatbots-ChatGPT from OpenAI, Claude from Anthropic, Gemini from Google, Grok from X, Meta AI from Meta, and Vibe from Mistral-found that nearly all of them provided content from EU-sanctioned Russian media outlets Russia Today and Sputnik when asked for it. ^[2] RSF said the EU sanctions are ineffective and now have only symbolic value, and that AI chatbots should be regulated. ^[3] Designated services must fulfill obligations including establishing a point of contact for European authorities, reporting criminal offenses, and ensuring transparency in advertising and content moderation decisions. ^[4] The designation applies because Reddit, Roblox, and ChatGPT declared they reach at least 45 million average monthly users in the European Union, meeting the threshold for enhanced supervision. ^[5] The services must identify, analyze, and assess systemic risks related to public security, electoral processes, public health, the protection of minors, illegal content, and fundamental rights by January 2027. ^[6] RSF said Meta AI was the only chatbot that refused to provide the requested Russian media content, stating this was impossible due to European sanctions, which RSF said proves chatbots can comply with the law. ^[7] RSF said the French chatbot Vibe (formerly Le Chat) found workarounds, locating Russia Today and Sputnik content on the Russian platform VKontakte and discovering a Telegram-linked application that allowed reading RT messages, making it one of the most creative at evading sanctions. ^[8]
