Ecuadorian prosecutors accuse José Serrano and six other individuals of being intellectual authors in the assassination of presidential candidate Fernando Villavicencio, which occurred on August 28, 2023. ^[1] José Serrano, former Minister of the Interior of Ecuador, was arrested on August 28, 2025, at the Guayaquil airport and transferred to the Cárcel del Encuentro wearing a bulletproof vest and handcuffs. ^[2] The Servicio Nacional de Atención Integral a Personas Privadas de la Libertad (SNAI) stated on September 1 that a publication by ex-minister José Serrano was not created inside the Cárcel del Encuentro using an electronic device. ^[3] Former President Rafael Correa responded to Serrano's arrest by stating that Serrano had previously denounced links between President Daniel Noboa and drug trafficking before being implicated in the Villavicencio assassination. ^[4] Serrano was deported from the United States, where he had arrived on a tourist visa in 2021 and sought political asylum, to face a preventive prison order in Ecuador. ^[5] José Serrano, the former Interior Minister, posted a message on social media expressing concern regarding his safety and conditions while detained in the Cárcel del Encuentro in Santa Elena. ^[6] The SNAI clarified that the message was disseminated by third parties outside the prison rather than from within the facility. ^[7] The author proposes establishing a productive farm at the Cárcel del Encuentro in Ecuador where inmates cultivate fruits to create mass-consumption products like tomato sauce and fruit juices. ^[8]
