Air-e warned that a significant reduction in water resources could affect energy generation, necessitating the rationing of both water and electricity. ^[1] Air-e, the Colombian energy regulator, stated that while rationing is not currently in effect, it may be necessary if the El Niño phenomenon intensifies. ^[2] Jaime Mesa stated that Air-e's exposure to the energy market could increase significantly to between 60% and 70% in January. ^[3] Jaime Mesa, the agent interventor of Air-e, explained that current service suspensions are due to scheduled maintenance, damages, or circuit failures. ^[4] The Colombian energy regulator Comisión de Regulación de Energía y Gas (CREG) announced an energy-saving program to reduce consumption during the El Niño phenomenon, targeting households and small businesses with a first educational cycle. ^[5] The individual consumption target is determined from each household's own consumption history and characteristics such as regional climate, number of inhabitants, and habits, not by comparison with users in other regions, and it never falls below the minimum subsistence consumption level for the municipality's altitude. ^[6] Under CREG's energy-saving program, users who consume more than 10% above their individual monthly consumption target pay an additional charge only on the excess kilowatt-hours beyond that 10%, for a six-month period, while the base electricity tariff remains unchanged. ^[7] Users who reduce their monthly energy consumption by more than 10% relative to their individual target may receive a credit (saldo a favor) on their bill at the end of the six-month program, but only if their retailer's market pool has collected enough surcharge funds; if the pool is empty, no benefits are paid. ^[8]
