At least 40 of the 46 municipalities in the Bolívar department of Colombia are currently affected by water scarcity associated with the dry season and El Niño. ^[1] In Mompox, more than 55,000 inhabitants are at risk due to reduced flow in the Magdalena River arms, leading the municipality to declare a public calamity and utilize water tankers. ^[2] The Bolívar departmental government reports that 40 of the 46 municipalities in the region have reported water shortages due to drought conditions associated with the El Niño phenomenon. ^[3] Records from 2022 to 2025 show that 42 of Bolívar's 46 municipalities were affected by water shortages, indicating pre-existing vulnerability before the current El Niño episode. ^[4] The national Government declared a national disaster situation for 12 months in July due to the possibility of El Niño strengthening during the second half of 2026. ^[5] Fifteen municipalities in Bolívar remain under red alert status, while five have officially declared a public calamity due to the water crisis. ^[6] The Bolívar administration reinforced water supply efforts by deploying carrotanques (water tankers) to prioritize municipalities including Santa Rosa, Villanueva, San Estanislao, Clemencia, Santa Catalina, Arroyo Hondo, Calamar, San Juan Nepomuceno, San Jacinto, El Carmen de Bolívar, Córdoba, Tiquisio, Zambrano, and Mompox. ^[7] Daniel Franco, director of the Office for Risk Prevention and Attention, stated that he is conducting verifications across the territory to assess conditions and prioritize assistance for the most vulnerable communities. ^[8]
