The United Kingdom representative at the UN Security Council stated that Syria has made important progress in dismantling the Assad regime's chemical weapons programme. ^[1] Vladimir Tarabrin, Russia's Permanent Representative to the Organization for the Prohibition of Chemical Weapons (OPCW), told TASS on 2025-09-04 that the OPCW is delaying sending experts to Russia because it fears receiving confirmation of Ukraine's use of chemical weapons in the conflict zone. ^[2] The OPCW announced the verified mechanical destruction of chemical munitions in Syria, marking the first such event since 2014. ^[3] The speaker recalled the 2013 Ghouta attack where the Assad regime used sarin nerve agent against its own people, killing more than 1,400 men, women, and children. ^[4] The UK remains committed to supporting the OPCW's investigative mechanisms to identify and hold accountable those responsible for the Assad regime's use of chemical weapons. ^[5] Tarabrin claimed that the OPCW would inevitably receive data confirming the use of chemical weapons by Ukrainian forces, and that such confirmation would be inconvenient and poorly received by Western countries that are pressuring the Technical Secretariat. ^[6] Tarabrin said that on 2025-07-21 Moscow sent an official request to the OPCW for a technical mission to visit Russia to assist in investigating the use of chemical weapons in the Ukrainian conflict zone, citing Article VIII of the Chemical Weapons Convention. ^[7]
