Major shipping industry groups, including BIMCO, ECSA, the International Chamber of Shipping, INTERCARGO, INTERTANKO, and the World Shipping Council, issued a joint statement on 2026-04-12 urging the European Commission to approve two Indian ship recycling yards for inclusion on the European List of Ship Recycling Facilities. ^[1] A new study by the NGO Shipbreaking Platform and T&E concludes that the EU has sufficient domestic capacity to recycle all EU-flagged and EU-owned vessels. ^[2] Shipping groups stated that the inclusion of these facilities is an important step towards resolving the structural capacity shortage on the European List as a growing number of ships are expected to reach the end of their operating lives over the coming decade. ^[3] The European Commission determined that both Indian facilities meet the safety and environmental requirements of the EU Ship Recycling Regulation, despite using the beaching method where ships are driven onto intertidal areas before being dismantled. ^[4] The European Commission proposed adding Shree Ram Vessel Scrap Pvt. Ltd./Shree Ram Shipping Industries Pvt. Ltd. and YSI Recyclers LLP, both located in Alang-Sosiya, Gujarat, to the EU list after reviewing the facilities. ^[5] Benedetta Mantoan, Policy Manager at the NGO Shipbreaking Platform, stated that letting valuable steel be lost to third markets is not strategic autonomy. ^[6] Between 2019 and 2025, 706 EU-flagged and/or EU-owned ships were dismantled worldwide, with only 22% recycled in EU-located facilities representing just 5% of the total tonnage. ^[7] Nearly half of the dismantled ships were beached in India, Bangladesh, and Pakistan, accounting for 66% of the total tonnage. ^[8]
