On 2026-08-31, the European Commission officially classified ChatGPT, Reddit, and Roblox as Very Large Online Platforms or Very Large Online Search Engines under the Digital Services Act. ^[1] Henna Virkkunen, Executive Vice President of the European Commission, stated that these new classifications mean ChatGPT, Reddit, and Roblox will be subjected to stricter oversight and greater responsibility due to their significant impact on citizens and society. ^[2] OpenAI reported that the search function in ChatGPT was used by an average of approximately 159 million active monthly users in the European Union during the six-month period ending March 2026. ^[3] Reddit reported approximately 57.2 million users in the same context, while Roblox reached approximately 48 million users, both exceeding the 45 million monthly active users threshold required for classification. ^[4] As very large online platforms, ChatGPT, Reddit, and Roblox must evaluate and mitigate systemic risks of their algorithms annually and submit to independent audits. ^[5] The designation was triggered because these services exceeded the 45 million monthly users threshold in the EU required by the DSA for the strictest supervision regime. ^[6] As a result of this designation, ChatGPT, Reddit, and Roblox must now evaluate and mitigate systemic risks derived from their services and algorithms, including the spread of illegal content and negative effects on minors. ^[7] Henna Virkkunen, Executive Vice President for Technological Sovereignty, Security, and Democracy at the European Commission, stated that these new designations mean the platforms will have a higher level of control and accountability in the EU. ^[8] The Commission has previously issued preliminary conclusions that Meta incurs violations of the DSA due to the alleged addictive design of Instagram and Facebook. ^[9]
