Han Byeong-do, the floor leader of the Democratic Party of Korea, stated at a top committee meeting on 2024-04-04 that the opposition's efforts to stigmatize ministerial candidates before the confirmation hearing began constitute a 'people's trial' rather than personnel verification. ^[1] On October 4, 2024, independent MP Han Dong-hoon released additional recordings on Facebook regarding the 'new drug clinical trial solicitation suspicion' involving Kim Seung-won, the candidate for Minister of Justice. ^[2] Han Byeong-do criticized People Power Party leader Jang Dong-hyuk for claiming that Kim Seung-won committed a 'clear bribery crime' and threatened to send him to prison with the President's help. ^[3] Han Byeong-do stated that the prosecution previously determined it was difficult to classify the initial inquiry report as an illegal solicitation and that Kim Seung-won had filed a constitutional appeal against a suspended indictment. ^[4] Kim Seung-won is currently under investigation regarding an alleged solicitation related to the approval of a clinical trial for a COVID-19 treatment drug. ^[5] Han Dong-hoon also released an 'indictment plan report' from August 2024, which stated that prosecutors initially planned to request an 8-month prison sentence for Kim Seung-won for solicitation and bribery. ^[6] The report alleged that Professor Kang and Yang Mo obtained illegal benefits of 11 billion won and 600 million won respectively based on false data for drug clinical trial approval. ^[7] Yang Mo suggested that if Kim Seung-won helped with the Ministry of Food and Drug Safety review, it would be beneficial for the company's owner, Professor Kang, and potentially good for Kim's upcoming election. ^[8]
