President Abelardo De la Espriella announced that the Colombian corvette ARC Caldas will be converted into the country's first floating maximum-security prison. ^[1] On August 23, the Security Council of Barranquilla approved the Remas strategy, which involves converting navy ships into high-security prisons. ^[2] The ARC Caldas arrived in Cartagena, Colombia, in January 1984 after a 26,880-mile journey from Germany, where it was commissioned at the Howaldswerke shipyards in Kiel. ^[3] The ship is classified as an FS-1500 missile frigate with a displacement of 1,500 tons and is currently 42 years old. ^[4] A 2025 study by the Center for Studies on Security and Drugs (Cesed) concluded that Colombian prisons fail to deter, incapacitate, or resocialize inmates. ^[5] The Ministry of Justice calculated in February 2025 that 26% of extortions in Colombia originate from detention centers. ^[6] The plan would utilize the ARC Almirante Padilla, ARC Caldas, ARC Antioquia, and ARC Independiente, which are the only four frigates of the Almirante Padilla class in the country. ^[7] Inmates confined to the ARC Caldas will be restricted to 30 minutes of sunlight per day and will be prohibited from using cell phones, computers, or communication equipment. ^[8]
