Haleakalā National Park is home to 103 endangered species, including 81 flowering plants and 10 birds. ^[1] The National Parks Conservation Association (NPCA) found that Haleakalā National Park has more endangered species than any other U.S. national park. ^[2] On September 1, the 5th U.S. Circuit Court of Appeals, which oversees Texas, Louisiana, and Mississippi, upheld the National Marine Fisheries Service's 2019 rule requiring select shrimp trawling vessels to use turtle excluder devices (TEDs). ^[3] Florida's Everglades National Park had the largest number of endangered species on the mainland with 44, which is fewer than half the count in Haleakalā. ^[4] A turtle excluder device (TED) is a fishing net with a slanted metal grid that allows sea turtles to escape while catching shrimp. ^[5] Jane Davenport, senior attorney at Defenders of Wildlife, said the decision is vital to protecting Kemp's ridley sea turtles, the most endangered sea turtle species, and that Louisiana's waters are key foraging habitat for them. ^[6] Under NOAA Fisheries regulations, nets are submerged for a maximum of 55 minutes per tow in summer and 75 minutes in winter. ^[7] Yellowstone National Park was counted as having just two endangered species in the NPCA analysis. ^[8]
