The Peruvian Executive, through the Ministry of Justice and Human Rights (Minjusdh), designated Abraham Alejandro Lescano Salazar as the new president of the National Penitentiary Council of the National Penitentiary Institute (INPE). ^[1] The government of Keiko Fujimori appointed Abraham Alejandro Lescano Salazar, a retired officer of the Peruvian Air Force (FAP), as the new president of the National Penitentiary Council of the National Penitentiary Institute (INPE). ^[2] The decree creating Sunir stipulates that this entity will absorb the INPE, the National Program for Juvenile Centers (Pronacej), and the National Program for Prevention and Social Reintegration (Pronapres). ^[3] The national penitentiary system was declared in a state of emergency, leading to the creation of the National Superintendence of Detention and Resocialization (Sunir). ^[4] The official designation was published in the Extraordinary Edition of the Official Bulletin Normas Legales of the Diario Oficial El Peruano. ^[5] Raúl Inga Garay resigned as the head of the INPE following his appointment in May 2026. ^[6] The resolution appointing Lescano was signed by Keiko Fujimori and Justice Minister Ernesto Álvarez Miranda. ^[7]
