Decree 1348 added the departments of Caquetá and Santander to the list of territories affected by the earthquake of August 10, 2026. ^[1] The Colombian government modified the state of economic, social, and ecological emergency declared after the earthquake of August 10, 2026, through Decree 1348. ^[2] Decree 1348 was issued to exclude Putumayo from the emergency declaration and to add Caquetá and Santander, which were confirmed to have suffered earthquake-related damages. ^[3] President Abelardo De La Espriella signed Decree 1261 on August 19, 2026, declaring a state of economic, social, and ecological emergency in Colombia to address the aftermath of an earthquake. ^[4] Abelardo De La Espriella, the head of the Colombian government, signed the modification to the emergency decree. ^[5] The government justified the inclusion of Caquetá and Santander by stating that excluding them would have violated the right to equality and limited access to necessary state support. ^[6] The final list of 16 departments included in the emergency declaration consists of Antioquia, Caldas, Cauca, Chocó, Quindío, Cundinamarca, Risaralda, Huila, Valle del Cauca, Tolima, Norte de Santander, Bolívar, Nariño, Sucre, Caquetá, and Norte de Santander. ^[7] The government declared the State of Economic, Social, and Ecological Emergency on August 10 to enable extraordinary measures for recovery and support in affected zones. ^[8] The Sala de Crisis of the National Unit for Disaster Risk Management (UNGRD) determined that the damages in Putumayo were not derived from the earthquake. ^[9]
