Ecuador's General Comptroller's Office (Contraloría General del Estado) determined a US$787,000 economic loss in the purchase of six garbage trucks by Emaseo, Quito's municipal waste company, according to a report presented on 2026-08-31. ^[1] Emaseo accepted the six trucks despite their failing 13 of 52 technical specifications, including a cargo capacity of only 3.1-3.2 tonnes versus the required 3.5 tonnes, braking efficiency of 50-55% versus the 65% minimum, and engine power deficits of 10-34% versus the specified 210 horsepower. ^[2] The Contraloría General del Estado approved a special audit report in July 2026 stating that the purchase of six waste trucks by the Empresa Pública Metropolitana de Aseo (Emaseo) from Induacero in 2024 caused a damage of approximately USD 787,000 to the Municipality of Quito. ^[3] A US$107,000 commission, equal to 2% of the operation, was paid to PNUD as part of the process, a cost that the Contraloría identified as part of the economic loss. ^[4] Quito city councilman Andrés Campaña presented the Contraloría's special examination report on 2026-08-31, stating that the audit began in August 2025 when he found the six trucks, acquired months earlier, were not operational. ^[5] The remaining USD 680,000 of the damage is attributed to Emaseo technicians failing to verify or perform a technical-mechanical evaluation of the goods and their correct functioning prior to receipt or financing agreement. ^[6] Three trucks operated with a braking efficiency between 50% and 54%, despite the Technical Vehicle Review establishing that the minimum legal requirement must be 65%. ^[7]
