The Puerto Rico Fiscal Oversight Board (JSF) communicated to the Administration for Families and Children (ADFAN) in September 2026 that it would not approve the proposed contract with COSALL for housekeeping services because it could not determine whether the contract promotes market competition. ^[1] Suzanne Roig Fuertes, secretary of the Puerto Rico Department of Family, announced that the department extended its housekeeping services contract with the Corporation of Housekeeping Services (COSALL) to ensure continuity of services while the administrative formalization process concludes. ^[2] According to the JSF, the proposed contract with COSALL, valid until 2029, was submitted for review and approval on 2026-09-01, the same day services were expected to begin. ^[3] The JSF required ADFAN to implement corrective measures to comply with the contract review policy. ^[4] The JSF stated that its contract review policy, established under Section 204(b)(2) of PROMESA, requires new contracts to be submitted with required documentation at least 15 business days before the proposed execution date. ^[5] Roig Fuertes said the contract's formalization with COSALL is under evaluation by the Puerto Rico Fiscal Oversight Board (JSF) because the agreement's amount requires that federal body's approval by regulation. ^[6] The Department of Family said administrative procedures for the COSALL contract renewal began in early August 2026, that it submitted the required documents to the Office of Management and Budget (OGP) platform on 2026-08-14, and that it sent a courtesy notification with all documents to the Fiscal Oversight Board on 2026-08-17. ^[7] The Department of Family said that despite the temporary pause in services provided by COSALL, care for the affected population continues through other providers, including municipalities, nonprofits, and private companies. ^[8]
